This position is located at the Military Personnel Office (MILPO) of the Army National Guard (ARNG) in the Plans and Actions Branch. Located on Camp Mabry in Austin, TX. The purpose of this position is to manage one or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, Boards Branch, Personnel Services Section, and Retirement Services.

Qualifications
To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:
Specialized Experience:
One year specialized experiences at the GS-09 level or the equivalent which provided a working which provided a working knowledge of, and skill in, applying a wide range of military personnel human resource management concepts, practices, laws, regulations, policies and precedents; a wide range of military personnel concepts (recruitment, promotions, replacement, medical, retirement, etc…), practices, regulations, etc.; a full range of US laws, regulations, principles and practices sufficient to provide state level comprehensive military personnel management advisory and other technical services to organizational functions. AND Knowledge of training and development principles, theories and methods. AND Ability to interact with all levels of management in the delivery of human resource services requiring a broad approach and careful analysis. AND Analytical, diagnostic, qualitative, and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues; AND Working knowledge of how multiple automated systems are structured and modified in order to set up validation strategies for reports generated from system or to troubleshoot when systems do not work. Ability to use continually changing automated systems in order to get data in and out. AND Skill in coordinating constantly changing program/project requirements in order to minimize disruptions. AND Ability to participate in strategic planning to see where the organization is headed, to provide a pathway there, and to take full advantage of modern technology. AND Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers in order to foster understanding and acceptance of findings and recommendations. AND sets overall objectives and decides on resources available. AND Employee consults with supervisor in determining projects to initiate, develops deadlines and identifies staff and resources required. AND Incumbent independently plans and carries out the work, resolving most conflicts that arise, integrating and coordinating work of others as necessary and interpreting law, regulations and policies in terms of established objectives. AND Employee keeps supervisor informed of progress, potentially controversial matters, and issues with far-reaching implications. AND Finished work is reviewed from an overall standpoint of feasibility, compatibility with other requirements and effectiveness in meeting objectives and achieving results.

A combination of experience and experience. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
