Duties

Develop and implement strategic and operational plans and policies. Provide briefings at all levels concerning recommended changes. Evaluate the Health Program processes to develop, analyze, evaluate, and advise on performance improvement methods and procedures of current and projected MTF functions and utilization. Plan, direct, coordinate, and manage the functions, work operations, and activities of the department. Forecast and coordinate the personnel, budgetary, and program requirements needed to effectively accomplish the branch's mission. Initiate formal actions to fill vacancies and interviews candidates. Make selections for supervised positions and makes formal recommendations, for disciplinary action, promotion, assignments, and recognition of outstanding performance. Responsible for analyzing the Revised Financing data and recommending to the Executive Steering Committee ways to reduce cost and optimize MTF assets more efficiently. Identify developmental and training needs of employees, provides and/or arranges development and training requirements.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
• This position requires the incumbent to have tuberculosis testing.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Specialized Experience: One year of specialized experience which includes interaction with managed care support contractors (i.e. Humana, Tricare) to assess program effectiveness; conducting healthcare system analysis to improve operational efficiency; providing program implementation guidance; and extracting and analyzing data from a healthcare software system.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
