About the Position: Works under the general supervision of the Deputy Fire Chief who makes broad assignments, outlining the overall policy and general content of the organizational Fire and Emergency Services, Training/Certification program.
Duties
Develops, writes, and updates the training program for the organization; based on the training needs of personnel as defined in Department of Defense Instruction, Army Regulation, NIMS, NFPA Standards, OSHA and approved methods and techniques.
Instructs department personnel in all phases of fire protection, hazardous materials response, technical rescue, fire prevention, emergency medical, and disaster preparedness techniques.
Serves as Division Safety Officer responsible for the compliance with all known safety guidance.
Serves as the supervisor evaluating work, setting standards, assigning work and setting priorities for personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Requires Secret (Tier 3) Clearance.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis; 60 hours per week (120 hours per pay period).
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position performs, as required, mutual aid support to local fire departments.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to conform to the requirements set-forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program.
- This position requires participation in Fire Division's Fitness and Wellness Program, IAW NFPA 1583 Standard on Health-Related Fitness Programs for Fire Fighters and DoDI 6055.6 Fitness and Wellness.
- Must be able to pass pre-appointment physical and annual medical examinations IAW NFPA 1582: Standard on Comprehensive Occupational Medical for Fire Departments to determine fitness for continued performance of the duties of the position.
- This position requires certification in cardio pulmonary resuscitation and AED.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires a one year supervisory probation to assess your ability to perform supervisory duties unless previously completed.
- This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede BLS completion.
- Incumbent must maintain Fire Officer III, Fire Instructor III, Fire Inspector II, HAZMAT Incident Commander and Airport Firefighter certified through DoD Fire and Emergency Services Certification System, IFSAC, or the PRO-Board.

In Service Specialized Experience: One year of specialized experience which includes 1) managing a firefighter training program; 2) providing training in fire protection and prevention; 3) hazardous material response. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Outside Applicant (without current or prior Federal competitive or excepted services) Specialized Experience: One year of specialized experience which includes 1) training personnel in appropriate firefighter techniques and methods such as fire protection, hazardous materials response, technical rescue fire prevention, emergency medical and disaster preparedness; 2) managing a firefighter training program; 3) assisting in accident investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position equivalent in the federal service (GS-10).
In addition to meeting the specialized experience requirement above, applicants must also possess Fire Officer III, Fire Instructor III, Fire Inspector II, HAZMAT Incident Commander and Airport Firefighter certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M AND a CPR with AED certification.
