About the Position:
The incumbent will serve as a Public Safety Telecommunicator (OA) for dispatching Fire, Emergency Medical Service (EMS), and Law Enforcement (LE) responders, monitoring alarms and activating Mass Notification Systems in Army Garrison Public Safety Answering Points (PSAPs) / 911 Centers.
Duties
Maintain reports and retrieves statistical information using office automation (OA) and the local authority's reporting systems.
Monitor weather reporting system to coordinate specific weather forecasts for incidents requiring this information (i.e. wildfires, prescribed fires, hazardous materials, etc.).
Maintain continuous telephone contact with caller (when appropriate) during emergency incidents and provides pre-arrival instructions to callers until responders arrive on scene.
Operate Computer Aided Dispatching (CAD) system, radios, and station alerting systems to ensure appropriate response is provided.
Dispatch appropriate police, fire, and EMS personnel and vehicles/apparatus
Provide emergency medical dispatching (EMD) assistance to callers with medical emergencies using the local authority's emergency medical dispatch.
Dispatch a variety of emergency equipment to include police, fire, ambulance, medical evacuation (MEDEVAC), rescue, or hazardous materials units
Provide initial Incident Command support until responding emergency units arrive on scene.
Update information for medical, police, and fire personnel to ensure proper assistance is provided when calls are made.
Perform crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene.
Monitor status and availability of assigned and unassigned police, fire, and medical field units to ensure an appropriate response is provided.
Serve as liaison between department personnel and other agencies to provide medical, police, and fire personnel services.
Responsible for the receipt and effective evaluation of 911 emergency calls to determine the problem and the nature of the call.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the incumbent to perform shift work, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
- Position requires the incumbent to be able to successfully complete a pre-appointment physical examination.
- Position requires the incumbent to obtain and maintain a Secret Security Clearance.
- Position requires the incumbent to be a qualified typist with proficiency at 40 words per minute.
- Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
- Position requires the incumbent attain and sustain Continuing Dispatch Education (CDE) requirements through the departments in-service training.
- Incumbent will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment.
- Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Incumbent may be required to wear a uniform.
- The incumbent is required to obtain and maintain a valid state driver’s license.
- The incumbent is required to obtain and maintain certification in Cardiopulmonary Resuscitation (CPR).
- Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
- Incumbent must complete the National Incident Management System (NIMS) IS 5, 100, 200, 700, and 144 courses.
- The incumbent is required to obtain and maintain certification in Emergency Medical Dispatch based on the program standards at the location assigned.

SPECIALIZED EXPERIENCE:One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes answering emergency and/or non-emergency calls for police, fire, or ambulance assistance; 2) dispatching emergency personnel as needed in accordance with priority level procedures; AND 3) operating communications software to perform dispatching duties such as: log calls, prepare reports of activities, and assist with medical dispatching until appropriate emergency units arrive.
