You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT/PLACEMENT) in the Human Resources Office Hawaii of NAVAL FACILITIES ENG COMMAND HAWAII. BD1 ONLY

Duties

You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will review customers' strategic recruitment plans to prepare for incoming work. You will coordinate with multiple parties (e.g., multiple commands, agencies, human resources offices) to resolve human resources issues. You will develop methods to increase the effectiveness of human resources recruitment process. You will facilitate meetings with human resources leadership to solve problems. You will advise agency leaders on human resources information systems solutions to solve data management problems.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing internal and external placement services in order to recruit highly specialized and hard to fill positions; 2) Providing classification services and position management support in resolving problems for complex organizations; 3) Advising management on recruitment strategies, sources and use of special programs; 4) Providing recruitment and placement services, resolving problems, hard-to-fill positions; 5) Providing advisory classification services and position management support in resolving problems, preparing and reviewing position descriptions; and 6) Providing full range of staffing of staffing administrative services of the most complex type, requiring intensive research and analysis, such as resolving difficult and unusual pay setting issues, and allowances. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience.

Successful completion of one full year of graduate level education

OR

Successful completion of a bachelor's degree with superior academic achievement

OR

A combination of experience and education as described above that equates to one year of experience
