Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as managing operations and budgets for a cloud hosting environment; developing and supporting enterprise-wide cloud solutions and services while providing customer support in areas of cloud solutions. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of managing hybrid cloud hosting environments with the understanding of automation and CI/CD pipelines. Knowledge of AWS and Azure cloud services. Ability to lead in the management and implementation of new technologies and cloud services. Knowledge of cloud services and cloud solutions engineering best practices. Ability to manage deadlines, budgets, and chargeback for cost-recovery. Ability to implement new policies, and procedures including DevOps and associated technologies. Knowledge of collaboration tools for technical documentation and work collaboration. Skill in oral communication. Ability to collaborate with key stakeholders. Knowledge of technical and management requirements of IT contracts. Ability to provide technical advice and recommendations. Ability to manage work assignments and monitoring technical performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You must have one of the following:

-bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks;

OR

-IT-related experience demonstrating each of these four competencies:

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
