You will serve as a Financial Management Analyst at the GG-09 grade level within the Budget and Accounting branch performing assignments and completing on-the-job/formal training related to accounting, travel, budgeting, budget execution, labor execution or programming for the Navy Information Operations Command (NIOC), located in Kunia, Hawaii.

Duties

You will review requests for purchases to ensure bona fide need in the current fiscal year and adherence to purpose, time and amount to prevent anti-deficiency violations. You will provide support to the Command's Financial Improvement Audit Readiness (FIAR) program by ensuring accuracy and completeness of key supporting documentation and ensuring all documents meet regulatory requirements for document retention You will perform financial reviews, in-depth analysis of customer requirements, and provide recommendations to leadership to support efficient and effective funds execution and good stewardship of taxpayer dollars You will carry out specific assignments with closer supervision regarding routine and standard tasks relative to review and analysis of financial documents. You will enforce command policies and processes IAW established internal controls.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level 01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may be subject to polygraph examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: 1) Reviewing and analyzing financial documents in accordance with organizational requirements. 2) Assisting in the development and formulation of budget and estimates. 3) Researching accounting, budgetary, and financial information to prepare reports for higher graded specialists. 4) Assisting in the tracking and control of funds pertaining to payroll, cash control, or benefit systems. OR You have successfully completed a master's or equivalent graduate degree. OR You have successfully completed two full years of progressively higher level graduate education leading to a master's degree. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
