You will serve as a GG-0501-13 Supervisory Financial Management Analyst at NAVY INFORMATION OPERATIONS CMD PACIFIC, where you will perform as the Deputy Comptroller. The work involves budget administration, accounting, related financial management, and fiscal/budget/travel support. This position is located at Joint Base Pearl Harbor-Hickam Wahiawa Annex.
Duties
You will monitor costs for the purpose of comparing plans to actual expenditures, determining status of commitments and obligations, and identifying and correcting discrepancies.
You will review prepared funding actions with regulatory, procedural, and policy requirements and ensure compliance with audit readiness standards.
You will review financial and workload data and notify managers of any adverse financial implications.
You will make recommendations to ensure balance between program/project requirements and available financial resources.
You will represent the Comptroller at meetings and may serve on division financial teams to evaluate financial practices and make recommendations for changes/improvements in policies, practices, business systems, and processes.
You will provide advice and guidance to team members, department managers, and project/program managers on the proper use of funding based on applicable laws, regulations, and policies.
You will formulate, justify, and execute the budget and operating plans for programs, projects, and/or business unit.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- This position has been designated under the DoD Financial Management (FM) Certification Program as requiring certification Level 3, based on authorities granted in Title 10, U.S.C and in accordance with the FY 2012 National Defense Authorization Act.
- After official notification, FM Certification Level 3 must be achieved within 2 years, and maintained by completing 80 hours of continuing education and training every 2 years.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Formulate budgets and estimates to support plans, programs, and activities, and present or defend budget estimates.
2. Analyze and recommend costs and benefits of alternative methods of financial management of an organization's programs and administrative operations.
3. Interpret funding requirements, financial policy, and regulations to provide guidance on fiduciary compliance.
4. Demonstrate effective planning and prioritizing of assigned work by evaluating employee performance and employee relations.
