You will serve as a GG-0501-14 Supervisory Financial Management Analyst at NAVY INFORMATION OPERATIONS CMD HAWAII in Kunia, Hawaii. As the Comptroller/N8 Resource Management and Travel Directorate Head, you will ensure all financial and Defense Travel System related matters are executed in accordance with Command, Department of the Navy, and Department of Defense policies, regulations, and instructions.

Duties

You will supervise a civilian and military workforce which is responsible for the analysis and creation of production tasks in accounting, budget formulation, budget execution, and/or programming. You will review the work of subordinates to ensure briefings, automated and manual databases, studies, estimates, and evaluations relative to financial management are prepared accurately and submitted as required to higher headquarters on time. You will analyze variances, specify adjustment requirements to eliminate variances, and evaluate the material collected in response to those requirements to maximize organizational efficiency and effectiveness. You will review requests for purchases to ensure bona fide need in the current fiscal year and adherence to purpose, time, and amount to prevent anti-deficiency violations. You will enforce command policies and processes in accordance with established internal controls. You will develop command spend plans and closely monitor financial execution. You will maintain constant effective liaison between the senior leadership and higher headquarters on all financial execution processes for current and prior fiscal years.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification level must be achieved within prescribed time lines.
  • Occasional travel required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Spearhead audit readiness activity to ensure budget execution is under all financial improvement audit readiness guidelines. 2. Provide guidance and feedback to senior level officials on the execution of the agency's operation and management funding in accordance with applicable laws, regulations, policies, and best practices. 3. Interpret and analyze existing internal processes and procedures to address financial management requirements and make recommendations for process improvement. 4. Supervise civilian workforce by planning and scheduling assignments, providing technical guidance, and completing performance evaluations.
