This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the National Coordinator for Health IT, located in Washington, District of Columbia. **This announcement will be open for 5 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

The purpose of the position is to provide administrative, operational, and technical leadership for program and policy development, implementation, and interpretation; financial planning and management; and establishment and assessment of objectives related to health promotion, disease prevention, service delivery, and research involving individuals from disadvantaged backgrounds. Duties Include: Directly and through a staff of subordinate supervisors, team and/or project leads, manages the planning, direction, and execution of all organizational operations; and provides administrative and technical oversight to subordinate staff. Determines goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plans for long-range staffing needs, including the determination of whether contract resources are needed. Acquires and manages the necessary resources, including leadership support, financial resources, and key personnel to support organizational goals, and reduces overall organizational risks. Analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions. Identifies best practices and advises organizational leadership on how they could be adopted throughout the organization. Conducts time sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making studies. The incumbent provides expert analysis and evaluations of work processes and policies, and management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1. Providing leadership (such as team leader, project lead, supervisor etc.) for program/policy development and/or implementation; 2. Developing budget proposals and supervising procurement activities to ensure effective program and service delivery; 3. Establishing plans and overseeing programs related to health promotion, disease prevention, health care IT service delivery, and/or health IT research; 4. Coordinating with internal and external stakeholders on programs related to health promotion, disease prevention, health care IT service delivery, and/or health IT research.
