Duties
Excellent opportunity to co-lead a recently developed Division in a DHS Headquarters Component and gain experience in the Executive Core Qualifications (Leading Change, Leading People, Driving Results, Business Acumen, Building Coalitions). This position is located in the Office of Homeland Security Situational Awareness (OSA) Integration Division (ID).
OSA is responsible for providing situational awareness, a common operating picture, and decision support for the Homeland Security Enterprise on threats, incidents, hazards, and events impacting the homeland, enabling execution of the Secretary's responsibilities across the homeland security enterprise.
The incumbent serves as the Deputy Director of the Integration Division (a key Component leadership position), reporting directly to a member of the Senior Executive Service. Responsibilities include:
Working with the Division Director to chart a future for the Division. This may include collaborating on a vision, mission, and strategic plan for the organization and overseeing leadership offsites.
Maturing the business processes of the Division and sub-elements by seeking efficiencies, realigning resources, or re-scoping projects and programs.
Representing the Division or Component on various DHS or interagency councils, forums, and working groups to represent office equities.
Serving as a key member of Component leadership teams.
Managing the day-to-day functions of the Division including:
managing a small budget and ensuring funds are allocated in alignment with Division priorities.
ensuring the Division responds to external and internal taskings in a timely and complete manner.
ensuring Division personnel complete mandatory training, other required annual training and recertifications; and
ensuring performance management milestones are met
Building and strengthening stakeholder relationships to further the mission of the Division.
Acting in the Division Director's stead in the Director's absence.
Supporting Component strategic plan actions and assessments.
This is not a virtual position, but the incumbent will be authorized to telework within established DHS and OSA guidance.
Requirements
- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
Ability to think and work strategically in a developing organization.
Program/Project Management Experience.
Strong written and oral communication skills including the ability to edit documents in a short timeframe.
Experience representing organizational equities and briefing senior leaders.
Ability to assess programs and make recommendations for greater efficacy or efficiency.
General knowledge of homeland security, national security, or intelligence functions.
