The vision of the High Reliability Enterprise Support team within the Office of Quality and Patient Safety is to support the VHA in becoming the safest healthcare system for all with a mission to advance VHA's transformation to become a High Reliability Organization (HRO) and support employees and organizations in integrating High Reliability into the fabric of operations and culture.

Duties

Performs as a liaison with staff supporting all organizational elements.
Recommends adjustments to improve existing policy or procedure to achieve desired results.
Analyzes and evaluates, both quantitatively and qualitatively, the effectiveness of line program operations in meeting established high reliability infrastructure support goals and objectives.
Researching and investigating new and improved business and management practices for application to high reliability operations and developing legislative and other budget requests.
Expert in informatics applications to include word processing software, spreadsheet software, Intranet, Internet and SharePoint communication software necessary to manage and communicate information and data.
Attends meetings, prepares agendas/minutes, presents briefings, exhibits, charts, reports, and other narrative and statistical material.
Facilitates decision making relevant to the program's objective.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00 AM-4:30 PM
Telework: Available (Applicant is required on site 50% of work schedule per pay period)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Individual Occupational Requirements (IOR): In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess one of the following:
Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
AND,
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and evaluates, both quantitatively and qualitatively, the effectiveness of line program operations in meeting established high reliability consultation support goals and objectives; Provides direct consultation focused on high reliability implementation, sustainment, and capability building; Resolves challenges and problems through personal contacts; Develops life cycle cost analyses of projects; Performs cost benefit and economic evaluations of current or projected programs.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participates in teams, task forces or research groups to analyze problem areas; Identifies and analyzes trends and opportunities for improvement to support VHA performance/process improvement; Performs detailed reviews and analyses of high reliability implementation and assessment work products and processes; Develops programs to appropriately educate facility staff; Leads portions of strategic and operational planning activities through the identification of resources.
Preferred Experience: Based on past/current position history, has held a position (primary role) with direct responsibility for leading or coordinating a high reliability or high reliability-related program (e.g., quality and patient safety, process improvement) within a facility, network, or nationally-aligned organization. Experience with the development and management of professional development or organizational training programs.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
