Duties
If selected at the GS-12 grade level, duties will be performed in a developmental capacity:
Serves as a team leader responsible for providing assistance to the supervisor by completing broad range leader duties while leading HR specialists in accomplishing assigned work tasks.
Provides management advisory services to complex policy determinations, standards, and procedures for Federal Civilian Human Resource Management program requirements of recruitment and placement.
Provides management with the widest range of flexibility for providing comprehensive Federal Civilian Human Resource staffing and placement services -
(continued)-utilizing DCIPS Title 10 innovative methods in locating qualified applicants to complete position fill actions.
Advises management on complex DCIPS Title 10 recruitment actions of positions requiring unique skill requirements or are difficult to fill.
Reviews team submissions for job analyses, promotion and placement products, and promotion and referral certificates to ensure all requirements have been accurately considered.
Interprets and clarifies policies, standards, and procedures to all levels of management and employees utilizing -
(continued)-DoD Civilian Personnel Management System: Defense Civilian Intelligence Personnel System (DCIPS) Employment and Placement instructions.

Qualifications
To qualify for a Lead Human Resources Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-12:
Assisting in processing various types of routine and non-routine federal civilian personnel actions.
Assisting in Federal civilian staffing and/or classification reviews utilizing job analysis and manpower data.
Applying a wide range of Title 10 recruitment and placement concepts, practices, laws, regulations, policies and precedents, sufficient to provide comprehensive human resources management advisory and technical service in the excepted service.
Assisting in troubleshooting and resolving the most difficult and complex problems associated with comprehensive recruitment and placement services for major, high visibility agencies.
GS-13:
Processing various types of routine and non-routine federal civilian personnel actions.
Conducting Federal civilian staffing and/or classification reviews utilizing job analysis and manpower data.
Applying a wide range of Title 10 recruitment and placement concepts, practices, laws, regulations, policies and precedents, sufficient to provide comprehensive human resources management advisory and technical service in the excepted service.
Troubleshooting and resolving the most difficult and complex problems associated with comprehensive recruitment and placement services for major, high visibility agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
