This position is located in Office of the Chief Financial Officer.
As a Supervisory Budget Analyst, Deputy Division Chief you will ensure subordinate branch chiefs perform their required work projects and tasks at an acceptable level of quality and timeliness, and ensure coordination across the BPD branches, other OCFO divisions, and other stakeholders.
Duties
Pro-actively develop and/or work with other Budget and Planning Division (BPD) branches to administer BPD's internal planning, budgeting, and revenue and costing function.
Performs administrative and analytical duties related to budget formulation, justification, presentation, execution, reviewing, analyzing, and interpreting legislation, appropriations language, OMB and other guidelines pertaining to budge.
Ensures financial systems, operations, internal controls and reports meet the requirements of law, reviews, and interprets federal legislation, rules, standards, and regulations.
Responds to Congressional, OMB, IG Peer Review and other oversight reports, determine corrective action and ensures corrective actions are responsible for the review, justification, and presentation of the budgets for the program offices.
Ensures that the budget is effectively managed and provides information enabling leadership to make the best possible funding decisions to carry out its mission.
Responsible for funds controls and economic surveillance over internal and external actions, revisions of plans when unforeseen events occur; evaluates the progress in execution of the master plan, program objectives, and utilization of funds.
Develops policy to support higher echelon planning documents and directives, and formulates instructions for implementation.
Works with directorate/program office resource managers to provide information that will facilitate DHS liaison with OMB and Congressional Committees.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/16/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/16/2024
GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Developing budget, revenue and/or cost analysis policies, procedures, rule makings and guidance to senior leadership.
Providing oral/written communications on the agency's plan to address budgetary issues or to accomplish budget goals.
Supervising chiefs in planning & formulation, program execution, coordination & reporting, and the revenue & cost analysis, that conduct fee reviews and forecast revenue.
Serving as a consultant and providing advice to senior leadership on budgetary related laws, policies, and regulations.
Allocating and reallocating funds in the accounting system in accordance with the annual operating plan.
