One position is located in the Management Directorate, Office of Chief Information Officer, Resource Management Division. One position is located in the Management Directorate, Front Office. As a Budget Analyst, you will provide, formulate, and execute a Budget, manage the entry of financial information into USCIS Financial systems, and report and propose recommendations as appropriate to Management or USCIS leadership.

Duties

Evaluates the status of funds within the financial system to determine the effect on current and future financial plans and budgetary programs. Advises and formulates budget requirements for all phases of work concerning the budget cycle. Analyzes and evaluates continual changes in program plans and funding and their effect on financial and budget program milestones. Research financial reports and current processes, applies analytical and evaluative methods and techniques for budget and resource issues, and prepares recommendations and proposes solutions. Monitors the execution of the organization 's resources (personnel and budget) to determine the needs and to accomplish the agency's goal while being efficient and effective. Adjusts spending allocations and current operating plans to accomplish the total financial/budgetary program objectives.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/22/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/22/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Leading and managing the development, execution, and reporting of budget operating plans for a broad nation-wide program. Projecting and analyzing the potential effects of resource allocation decision options on an agency's ability to achieve its strategic goals and objectives. Making recommendations to senior executives on sensitive, controversial, critical, and often undefined budget issues affecting the administration of national programs. Developing, implementing, monitoring, and reporting on the execution of financial plans to address problems and ensure an agency's ability to achieve its mission.
