Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Operations Support, Law Enforcement Safety and Compliance, Mission Support Branch located in Harpers Ferry, West Virginia.
Duties
The Law Enforcement Safety and Compliance Directorate (LESC) is dedicated to optimizing the safety, readiness, accountability, and operational performance of CBP law enforcement personnel. This position is the primary liaison for the LESC Mission Support program offices in order to provide organizational support to the LESC Executive Director and Deputy Executive Director. This position requires the incumbent to provide direct, confidential support, and subject matter expertise to individuals who perform sensitive and inherently governmental functions. This position starts at a salary of $163,964.00 (GS-15, Step 1) to $191,900.00 (GS-15, Step 10)
Duties included but not limited to:
Providing leadership and technical direction for all activities and functions on a diverse range of complex business, administrative, and management support services.
Supervising, evaluating and performing technical analysis on all aspects of new and established key programs and deliverables that are required across LESC. This includes multi-year program plans, goals, and objectives, supporting the adoption of effective work practices and operations, and supporting the reporting of progress and analysis of resource utilization in support of the Operations Support and CBP Resource Allocation Plan (RAP) process.
Supervising the staff who provide oversight, advice and assistance to the XD, DXD, EAC/OS organizations and Commissioner front office organizations in all aspects of mission support functional areas.
Supervising the development of proposals and plans affecting strategy, plans, operational programs, and requirements.
Identifying current problem areas, and making substantive recommendations to correct deficiencies, overcome misunderstandings, resolve controversial issues, and facilitate collaboration and integration of priorities across organizational units and programs.
Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Directing, implementing, and performing oversight for organization-wide mission support programs.
Supervising, evaluating, and performing technical analysis on new and established key programs.
Coordinating with other organizations to formulate plans to meet organizational objectives, goals, and priorities

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/11/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
