Duties
This position starts at a salary of $112,015.00 (GS-13, Step 1) to $145,617.00 (GS-13, Step 10) with promotion potential to $145,617 (GS-13, Step 10).

In this position you will act as a senior advisor to management assessing the productivity, effectiveness, and efficiency of OS and LESC Workforce Management efforts resolving complex problems. Major duties may include but are not limited to:
Advising on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations, or changes in program administration, to reduce or eliminate functional overlap among the assigned programs.
Using a high degree of independent judgment to develop comprehensive long-range hiring plans (required positions based on projected turnover, losses, program changes, etc.) for offices under Mission Support Division (MSD) purview.
Analyzing progress on the execution of hiring plans to ensure the desired results are achieved and that assigned programs goals and objectives are achieved. Provides analytical data reporting of supported offices to capture employment levels and hiring trends.
Providing senior management with performance management guidance using comprehensive knowledge of performance appraisal regulations and policies sufficient to administer Operations Support' performance management programs.
Providing senior management with award guidance using comprehensive knowledge of awards' regulations and policies sufficient to administer Operations Support' employee awards programs.
Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Contributing to the optimum organization and distribution of functions, organizational structure, and staffing of activities.
Coordinating recruitment requests and HRM and updating revisions and/or clarifications resolving processing, recruitment, reporting, and other staffing issues.
Working with budget ensuring that position and funding ceilings are not exceeded and employment requirements are continuously reviewed.
Overseeing performance management administration throughout the offices serviced.
Evaluating successful implementation and compliance of the awards program providing senior level reporting on overall program effectiveness

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/08/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
