The primary purpose of the position is to serve as a first level supervisor, planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Hanscom AFLCMC Protocol Office. The position serves as the 3-Star Center Commander's focal point and program manager for all protocol related activities.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Plans, organizes, and directs the activities of AFLCMC Protocol Office ensuring that Protocol Activities comply with legal, regulatory, procedural requirements etc., and meet customer needs.
Performs a variety of individual Protocol work as well as responsible for management of the Commander's Special Morale Welfare Funds (SMWF) and Official Representation Funds (ORF).
Manages courtesy calls and regularly scheduled executive level meetings.
Responsibilities include insuring that a wide variety of events involving distinguished visitors (e.g. General and Flag Officer personnel equivalent of the US and foreign military, key policy decision makers in state and federal government, reigning royalty, etc.) are managed in such a manner to enhance the reputation and mission of the center.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing protocol expertise for event/visit management; providing strategic type planning and execution of matters pertaining to protocol activities; and applying the concepts, principles, and techniques to establish, implement, and maintain a proactive protocol program.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of methods, practices, and techniques of protocol to enable the incumbent to function as technical authority to develop and execute protocol requirements.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to provide leadership and direction of staff.
4. Ability to communicate effectively, both orally and in writing in order to gain cooperation from others through tact, courtesy, and diplomacy.
5. Knowledge of military and civilian protocol etiquette.
6. Knowledge of headquarters and base organizations sufficient to plan and coordinate visits and itineraries.
7. Knowledge and skill to gather, assemble and analyze facts, draw conclusions, and devise solutions to problems.
8. Ability to manage expenditures within funding and program guidelines.
9. Knowledge and ability to use Microsoft Office software products (i.e. Excel, Word, Access, and Power Point).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
