The primary purpose of this position is to serve as the 66th Air Base Group (ABG) Deputy in an ABG supporting more than 12,000 personnel. With the commander (dual-hatted as installation commander), the incumbent oversees the complex, numerous, and varied day-to-day support activities that the ABG provides installation-wide.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. As deputy to the commander, plans, organizes, and oversees the day-to-day support activities that the 66 ABG provides to the installation. With the ABG Commander and military deputy commander, directs, coordinates, and oversees the work of more than 879 active duty and civilian, 241 Non Appropriated Funded (NAF), and 130 contracted (1250 total) ABG employed personnel through subordinate supervisors. Represents the ABG (in an installation commander capacity) with a variety of installation and functional area organizations and higher headquarters. Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Position is Key/Emergency Essential (E-E). In the event of a crisis, selectee must perform the duties until relieved and psn cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience include experience managing complex organizations that provide services such as communications support (computer network, email, telephone, etc.); security; contracting; meals; lodging; recreation; building, utilities, road, and grounds maintenance and repair; as well as other functional support; planning, organizing and overseeing day-to-day support activities for an installation; and providing executive management direction to staff agencies; and establishing, revising, or reviewing installation-wide policies, procedures, mission objectives, and organization design. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices. 2. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance, and participate in the development of goals, objectives, and policies. 3. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. 4. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
