The primary purpose of this position is to provide protocol expertise for event/visit management as part of a 3- star Center Commander's protocol staff. Responsible for strategic type (overall) planning and execution of all types of matters pertaining to Air Force protocol for the base and AFLCMC. Will act in the absence of the Chief of Protocol.
Duties
Performs strategic type planning and execution for all aspects of a wide variety of complex protocol visits, conferences, conventions and other applicable programs involving distinguished visitors (DV), guests, and groups (e.g. Congressional/Political representatives, Brig General and civilian equivalent or higher, etc.).
Serves as the lead protocol project agent in charge of orchestrating the arrival and departure of distinguished visitors (DV) code 6 to include Brig General and civilian equivalent or higher.
Performs administrative functions in support of Protocol mission.
Performs a variety of miscellaneous functions that may involve setting up courtesy and regularly scheduled executive level meetings as well as mentoring/directing subordinate enlisted military or civilian personnel.
Incumbent is also responsible for administration, under the direction of the Protocol Officer, of the Commander's Contingency Funds, otherwise known as Official Representation Funds (ORF) which are appropriated funds (APF) guided by AFI 65-603.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: I have, or will have within 120 days of the closing date, one year of specialized experience equivalent to at least the NH-02 (GS-11) grade level or equivalent in other pay systems. Examples of specialized experience include experience providing protocol expertise for event/visit management; providing strategic type planning and execution of matters pertaining to protocol activities; and applying the concepts, principles, and techniques to establish, implement, and maintain a proactive protocol program.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to communicate effectively, both orally and in writing in order to gain cooperation as well as inspire, motivate, and guide others through tact, courtesy, and diplomacy when accomplishing work and coordinating official functions.
2. Knowledge of and ability to interpret and apply US, AF, other services' and country's government and military protocol procedures and guidelines.
3. Ability to manage time and adapt to changes under pressure.
4. Knowledge and skill in use of computer database and word processing applications such as Microsoft Office Suite.
5. Ability to plan, organize and execute complex, multifaceted projects.
6. Knowledge of methods, practices, and techniques of protocol to enable the incumbent to function as technical authority to develop and execute protocol requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
