The primary purpose of this position is to serve as Protocol Specialist primarily responsible to plan, manage, coordinate, and execute ceremonies, conferences, briefings, official and social functions, and high-level international and domestic visits pertaining to protocol.
Duties
-Serves as Protocol Specialist.
Serves as principle point of contact for matters pertaining to the protocol aspects of conferences hosted by 8 AF and J-GSOC.
Custodian for Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) Funds for events/activities for host and associate AF units.
Responds to request for information and assistance from the spouses of senior leaders as they pertain to spouses' programs, representational social events, and official gift exchanges.

- Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI).
- other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
- Employee must possess the ability to perform moderate physical activity involving lifting items over 20 pounds,
brisk walking, climb stans, walk on uneven ground and standing for long periods of time.
- Employee must be able to attend a two-week Protocol Fundamentals training course.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- All federal employees are required to have direct deposit.
- May be required to work overtime, compensatory time, and irregular duty hours, e.g. nights, weekends, and holidays on short notice.
- Travel by military or commercial air, TDY, or frequent trips between on and off base locations may be required.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- This is a Mission Essential (ME) position. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of the concepts, principles, and techniques of protocol matters, both international and national, to develop, establish, and maintain a proactive protocol program requiring extensive knowledge of military traditions and skill in working with high level military and civilian officials. (2) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the protocol program; and (3) Knowledge and skill sufficient to speak to a variety of individuals and groups in explaining the office and its objectives and policies, and to obtain the cooperation of others.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and ability to successfully apply military protocol, etiquette manuals and guides, USAF and Command policies, regulations, agency policy, practices and procedures to organize and oversee protocol events.
2. Knowledge of, and ability to successfully apply standard protocol courtesies to be accorded to distinguished visitors primarily from the United States and within the Department of Defense.
3. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget and funds management.
4. Knowledge of organizational components and functions located throughout the agency.
5. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint.
6. Ability to communicate clearly and effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
