The primary purpose of this position is: To serve as Chief, Professional Development Division at the Air Force Global Strike Command (AFGSC), responsible for formulating program goals, plans, and policies to develop, monitor, and sustain the command's Learning Strategy.
Duties
As Division Chief, plans, organizes, and oversees the activities of the Division.
Performs a broad range of research analyses assignment entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.
Exercises supervisory personnel management responsibilities.
Serves as the CLO advisor to the AFGSC Commander on programs extremely complex with significant national or international scope and impact.
Establishes, develops, and maintains effective working relationships with internal and external teammates at the senior level or equivalent such as Department of Defense, other Federal agencies, other Services, the Air Staff, MAJCOMs, Numbered Air Forces and contractors.

- Must be able to obtain and maintain a Top Secret security clearance with SCI access
- This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. (AFI 36-507, AS.11).
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include knowledge of nuclear enterprise policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to professional development. Knowledge of the ICBM, B-2 or B-52 mission, roles, functions, organizational structures, and operation of DOD and Agency organizations to provide command level staff guidance on professional development.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of nuclear enterprise policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to professional development.
Knowledge of the ICBM, B-2 or B-52 mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance on professional development.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to lead study teams; originate new ideas, projects and methodologies; and execute projects and/or studies within established financial and/or time constraints; Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
