About the Position: This position is located at William Beaumont Army Medical Center's Directorate of Executive in El Paso, Texas.

Duties
Develops, plans, implements, evaluates, and monitors utilization of health care services and medical treatment facilities outlined in VA/DOD sharing agreements to ensure they are mutually beneficial and cost effective for WBAMC and the VA.
Assists in identifying strategies and initiates changes in procedures and protocols to improve access, reduce administrative burdens for DOD and VA beneficiaries and improve the cost effectiveness of VA/DOD health care delivery system.
Provides strategic guidance and coordination for the sharing agreements between WBAMC and the VA.
Utilizes a broad range of information system capabilities to capture, organize, automate, and develop data into information that is relevant, concise, and conducive to informed decision making.
Provides data analysis of program issues and trends and makes recommendations based on them.
Conducts audits and analyses of existing Medical Treatment Facility (MTF) capabilities and VA funded services within the WBAMC.
Develops information briefings related to the sharing agreements and the formation of new initiatives.
Analyzes and identifies clinical areas within the MTF which would benefit from the implementation of VA/DOD Sharing Agreements which maximize the use of Medical Treatment Facility resources.
Requirements

Qualification Requirements for Health System Specialist:
Specialized Experience: One year of specialized experience which includes evaluating healthcare services for effectiveness, providing recommendations to leadership to improve healthcare delivery services, and conducting cost-benefit analysis of medical services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
