The Health System Specialist serves as the Executive Assistant to the Associate Director at the El Paso VA Health Care System (ELPVAHCS) in El Paso, Texas.
Duties
The primary purpose of the position is to assist the Associate Director by Planning, designing, and conducting studies; analyzing and evaluating programs, operations and issues; developing recommendations to resolve substantive issues and problems pertaining to programs and work operations effectiveness and efficiency throughout the Health Care System that provides treatment and care for inpatient, outpatient and community based outpatient facilities; long-term and assisted living residential facilities; as well as, Home Based Care Programs for the veterans in the El Paso, Texas, and Southern New Mexico area.
Major duties include, but are not limited to:
Functions as the primary liaison and the principle advisor to the Associate Director on all administrative management matters associated with the Associate Director's programs and operations.
Evaluates processes and makes recommendations for effective organizational changes.
Provides advice and recommends courses of action pertaining to the personnel management and administration issues and/or program support work, such as program or office planning, evaluation of clinical programs or issues.
Reviews personnel management issues and provides advice on matters and/or issues such as recruitment, promotions, awards, position classification, training, disciplinary actions, etc.
Has the authority to act for the Associate Director (AD) in administrative matters, including the supervision of all administrative functions within the office of the AD.
Must constantly adjust operations and assignments in relation to continuously changing and unpredictable conditions.
Ensures clerical/administrative personnel receive the necessary information and guidance for performing their assignments as needed.
Conducts analytical studies on particular operational processes, issue topics, or related special projects.
Serves as Project Team Lead responsible for identifying problems, analyzing data and recommending resolutions on a variety of issues and problems pertaining to the Health Care System's resources, personnel, process improvement and organizational performance special studies.
Establishes and manages a working project team in conducting studies/project workshops.
Tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions.
Manages and coordinates all online communication tools such as assigned intranet websites, internal SharePoint website collection, and other related informational tools in consultation with communication specialists.
Coordinates events hosted by officials, including town hall meetings with internal staff, with assistance from continuing educational staff and initiatives when warranted.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Candidates must meet the following Individual Occupational Requirement (IOR):
In addition to meeting the time in grade requirement, you must meet the following minimum qualifications requirements.
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the above IOR, you may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs; applies hospital administration principles, theories, and practices to inquiries and studies where boundaries are broad and difficult; investigates complex issues, analyzes problems, and presents both written and oral recommendations; knowledge of health care service administration; ability to apply health care management principles to complex problem-solving situations; knowledge of broad agency administrative practices such as correspondence control practices, office processes, regulations, and rules in keeping with senior management decision makers affecting the administration and delivery of healthcare services..

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
