This Supervisory Health System Specialist position is located in the Office of the Director, at the El Paso VA Health Care System (EPVAHCS). The primary purpose of the position is the incumbent functions as the Executive Assistant to the ELPVAHCS' Director and provides expert advice and guidance on both operational and strategic issues involving the complex and everchanging needs of administrative operations and patient care delivery at the VA Medical/Healthcare System.

Duties

As the Executive Assistant to the ELPVAHCS' Director, the incumbent is required to function with a high degree of autonomy, independently initiating projects and providing key support to the Director and administrative services. The incumbent manages or participates in substantive projects relative to the EPVAHCS's operations as well as new initiatives. The scope and complexity of the health system's clinical and administrative functions warrant considerable systems management abilities. This requires effective coordination and integration of work efforts among all medical center services. The HSS possesses integrated and in-depth knowledge and understanding of VI-IA's mission, operating programs, and policies in order to meet responsibilities of the position. The duties require a high degree of administrative and managerial expertise, and the ability to work effectively with others at high levels of the organization. The incumbent actively directs aspects of day-to-day management of the following activities: Functions as a professional and technical advisor to the Director through participation/ representation in and/or membership on committees such as Executive Health Care Council, Quality Board, Compliance Sub-Council, Resources Committee and other Advisory Committees. Additionally, may represent at conferences, meetings and briefings with a variety ofEPVAHCS staff, Veteran Support Organizations, local and political representatives, external review boards, and more. Serves as liaison with executive leadership, local service chiefs, interdisciplinary personnel, VISN and VACO leadership, professional organizations, and educational affiliates. The incumbent formulates recommendations for administrative and general management decisions; reviews and interprets directives, memorandums, program initiatives, clinical and administrative inventories, and translates them into sound management practice, organizational goals, and operational effectiveness. Formulates and implements policies and procedures relative to areas of management for compliance with VA, VISN, OIG requirements, and the Joint Commission, OSHA, and other accreditation standards. Coordinates the review and revision of all Director's Office policies. Plans, formulates, and implements budget requirements, including supplies, equipment, and services. Analyzes demographic and/or workload data and conducts cost/benefit analyses. Advises staff regarding policies, procedures, and directives. Selects candidates for subordinate positions and makes recommendations concerning subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. The incumbent evaluates work performance of subordinates. The incumbent provides advice, counsel, and instruction to the community care staff on both work and administrative matters. The incumbent hears and resolves complaints from employees; refers group grievances and more serious unresolved complaints to a higher - level supervisor or manager; effects minor disciplinary measures such as warnigs and reprimands and conducts interviews and recommends selection of new employees. Reviews developmental needs of subordinate supervisors and nonsupervisory employees and makes decisions on training needs. Responds to inquiries, requests, and complaints directed to Medical Center Director in a professional manner. Communicates directly, and on behalf of the Medical Center Director with program managers, executives, external review boards, Veteran and political organizations, and others on matters related to the Medical Center Director's programmatic initiatives. Work Schedule: Monday to Friday 8:00am to 4:45pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Candidates must meet the following Individual Occupation Requirement (IOR): In addition, to meeting time in grade requirement, you must meet the following minimum qualification requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Or Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to motivate, train, and work effectively with all levels of personnel and be able to assess matters which may require development and initiation of new policies or procedures that are designed to improve workload and output. Comprehensive knowledge of health care management and principles, health care delivery systems, and VA policies and procedures governing the operation of medical centers. Has an understanding of the concepts of a medical care organization, organizational behavior and financial management. Possesses a comprehensive understanding of the interface between clinical and administrative activities. Knowledge and ability to address complex issues and devise insightful recommendations that will result in organizational improvements. Knowledgeable and proficient in both long- and short-range planning as applicable to a complex health care delivery system. Knowledgeable about VA resource allocation methodologies as well as new advances in resource allocation. Possesses analytical skills including statistical techniques. Knowledge and understanding of management principles, practices, methods and techniques including management analysis, resource management, human resources management and program analysis methods. Knowledge of personnel management, employee development and training principles, concepts, techniques and guidelines, and a thorough understanding of management objectives and hospital administration systems. Knowledge of government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement. knowledge of and ability to apply performance improvement processes, tools and techniques (i.e. flow charts, assessment and feasibility studies, root cause analysis, team management, facilitation, reengineering, statistical process control, project management) and to conduct analytical studies. Experience using computer computer technology in the course of daily activities particularly MS Word, Excel, Outlook, and PowerPoint programs as well as advanced knowledge of and ability to retrieve and cross-analyze data from DSS, VSSC, ProClarity, ARC, and other data repositories and software systems. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
