The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.
Duties
This position is located within the Department of the Interior (DOI), Office of International Affairs, International Technical Assistance Program (ITAP), in Washington, D.C.
At the full performance level (GS-13) the major duties of this position include but are not limited to the following:
1. Designs, develops, and implements various technical assistance projects related to natural and cultural resource management, and other DOI themes, as appropriate.
2. Independently selects technical teams, ensures proper travel preparation, and provides briefings to ITAP travelers and researches, analyzes, and resolves issues related to preparing teams for technical assistance operations overseas, in the U.S., or virtually.
3. Drafts agreement documents to develop partnerships and monitor partner progress. Drafts technical mission reports for delivery to funding partners.
4. Develops outreach and briefing materials on technical assistance projects. Organizes outreach events.
5. Represents the Office of International Affairs (INT) at meetings, events and conferences within DOI; at the State Department, The United States Agency for International Development (USAID), other government agencies; overseas during project activities; and to international and conservation organizations.
6. Maintains internal budget documents and monitors expenditures and reports against projects budgets. Recommends solutions to streamline project implementation.
7. Serves as Contracting Officer's Representative (COR).
8. Maintains awareness of global events, political interest, and trends in relevant issue areas and flags for leadership as appropriate.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
You may be expected to travel 1-5 nights a month to attend meetings, conferences, or training for this position. This position requires some domestic and international travel, in some cases to remote areas.
The work is primarily sedentary. Some domestic and international travel, in some cases to remote areas may be required.
This is a Term appointment not-to-exceed 13 months with the potential to be extended on an annual basis for no more than a total of four (4) years in increments determined by the agency.
Permanent competitive career or career-conditional employment cannot be acquired through a term appointment. Term employees are eligible to participate in most of the benefit programs available to permanent federal employees, e.g., the Federal Employees Health Benefits (FEHB), Federal Employees Group Life Insurance Program (FEGLI), Federal Employees Retirement System (FERS) and the Thrift Savings Plan (TSP).
Salary Range Information:
GS-12: $99,200 (Step 1) - $128,956 (Step 10) per annum.
GS-13: $117,962 (Step 1) - $153,354 (Step 10) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
GS-12
Specialized Experience:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Preparing communication and outreach materials for a variety of stakeholders regarding natural cultural resource management issues; AND
2) Implementing projects related to environmental and/or conservation issues overseas, for example, wildlife conservation, protected areas management, indigenous issues, oversight of extractive activity, or tourism development; AND
3) Analyzing economic, social, cultural, and/or political factors in countries or regions to determine if technical assistance from the organization might be necessary; AND
4) Monitoring and evaluating project expenditures against project budgets.

Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Preparing communication and outreach materials for a variety of stakeholders regarding natural and cultural resource management issues; AND
2) Implementing projects related to environmental and/or conservation issues overseas, for example, wildlife conservation, protected areas management, indigenous issues, oversight of mining and extractive activity, or tourism development; AND
3) Analyzing economic, social, cultural, and/or political factors in countries or regions to determine if technical assistance from the organization might be necessary; AND
4) Monitoring and evaluating project expenditures against project budgets; AND
5) Writing funding proposals and drafting detailed scopes of work for a variety of technical projects.

NOTE: A COR certification is not required for entrance on duty but must be obtained within one year after the appointment to this position.
NOTE: Knowledge of a language, in addition to English, relevant to the work of the Asia & Pacific Islands team, Africa & Europe team or Latin American & Caribbean team is preferred, but not required.
