You will serve as a Strategic Policy Advisor for the IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will generate and develop initiatives to support the Chief of Naval Operation's (CNO) strategic vision.
You will conduct independent analysis to develop and implement CNO strategic objectives.
You will resolve critical problems or develop new solutions in support of CNO requirements.
You will coordinate and integrate the work of personnel across OPNAV directorates.
You will advise on Navy alignment and opportunities with the National Security Strategy, National Defense Strategy (NDS), and National Military Strategy.
You will represent the organization to Joint Staff and fellow services, OSD, Congress, and other joint/interagency organizations, ensuring unique Navy capabilities, interests and equities are fully and accurately portrayed.
You will make recommendations on complex issues involving Navy programs and policies.
Requirements

- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an expert knowledge of Navy and Joint operations, national security strategy, and defense policy processes. I have superior analytical skills for strategic planning and experience with the Navy's Planning, Programming, Budgeting, and Execution (PPBE) System. Specialized experience must demonstrate the following: 1) Using policy and planning concepts, methods, practices, and processes to provide input on strategic operations and natural security policy; 2) Providing management and administration of strategic planning and analytic projects and programs; 3) Providing direction, coordination, support, and oversight throughout the DoD program objective memorandum and Congressional budget cycles; 4) Organizing and leading others in comprehensive studies or projects and preparing accurate, technically sound recommendations; 5) Developing partnerships with public, private, and intergovernmental sectors to integrate equities into strategic planning; and 6) Providing oversight and direction of strategic communications and product development including reviewing, writing, and delivering executive level summaries, briefs, and formal presentations to provide expert advice and recommendations.
