Duties
This position requires military membership in the Puerto Rico Army National Guard (PRARNG).
Selected applicant(s) will be required to complete an online Onboarding process.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must possess or be able to obtain the proper SECRET security clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
- Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Qualifications
AREA OF CONSIDERATION:

Area 1 = All permanent Officers and Warrant Officers employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers and Warrant Officers employee members (NG T32/NG T5) within Puerto Rico Army National.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (D1251000), GS-1601-12, you will serve as a second-level supervisor and technical authority over two or more Army National Guard (ARNG) surface maintenance facilities, e.g., Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and/ or Field Maintenance Shop (FMS). Work requires comprehensive knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. In the absence of an officially established and filled position, may also serve as the Deputy to the Surface Maintenance Manager. The highest level of basic non-supervisory work directed is comparable to GS-09.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as planning and scheduling work to be accomplished by subordinates; advise, counsel, or instruct employees on work and administrative matters; improving production or increasing the quality of work directed; reviewing performance standards, position descriptions, and proposed training plans; developing, implementing, and overseeing the quality assurance program for assigned surface maintenance facilities; monitoring manpower utilizations; planning and developing schedules and agendas; conducting periodical inspections of maintenance activities; managing the state's Command Maintenance Evaluation Team (COMET); analyzing COMET results; ensuring safety meetings, and safety boards are established; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience.
Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education.
