Duties

This position requires military membership in the Puerto Rico Army National Guard (PRARNG) Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • May be required to successfully complete a probationary period.
  • Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain the proper Secret clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Officers members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Technician Officers members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Officers currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As a SURFACE MAINTENANCE MANAGER (D1249000),GS-1601-13, you will serve in a Key Staff position as the Army National Guard (ARNG) Surface Maintenance Manager. Provides management direction, control, and accountability for ARNG surface maintenance programs and activities. These consist of, but are not limited to, the Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and Field Maintenance Shops (FMS). Work requires comprehensive managerial knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. PHYSICAL DEMAND: N/A WORKING ENVIRONMENT: N/A GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at next lower-level GS-12 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as managing, directing, coordinating, and overseeing the ARNG State Surface Maintenance program; determining goals and developing plans independently or jointly with higher management; contributing significantly to the determination of resource needs, and allocation of resources, and is accountable for their effective use; considering a broad spectrum of factors when making decisions; coordinating program efforts with other organizations or with National Guard Bureau personnel; assessing the impact of the organization's programs on other organizations in the state; setting policies for the organization as determining program emphasis and operating guidelines; understanding and communicating NGB policies and priorities; dealing with human resources management policy matters affecting the entire organization; delegating authority and holding them responsible for the performance of their units; planning and scheduling work and production to be accomplished by subordinates, setting and adjusting short-term priorities; assigning work in consideration of employee skills and mission requirements; advising high-ranking management of functions, activities, and services provided; managing all aspects of the maintenance program; formulating directing, serving on policy boards, serving on financial management committees, etc.; providing technical and administrative advice to the Director of Logistics, commanders, and various staff officers; representing the state in major command conferences affecting the maintenance program; serving as a liaison with Army Commands, NGB, DOL, Army Depots, etc.; planning and establishing maintenance policies, programs, and procedures; directing inspections of operating activities; analyzing maintenance activity inspection reports and directing corrective action when necessary; directing and coordinating the correction of maintenance deficiencies affecting unit readiness; analyzing maintenance production impacting equipment readiness; serving as program manager for surface maintenance funds; conducting staff conferences to outline priorities and collaborate on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, requirements for new facilities or facility remodeling, etc.; administering and monitoring other maintenance funding programs as needed; directing contractual maintenance programs within the state. NOTE: This position is a Commander position and selectee MUST obtain and maintain the compatible military assignment that underlines the full-time assignment prior to the effective date of the appointment.
