About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Forces Command, USA Joint Readiness Training Center, Operations Group, Fort Johnson LA 71459.

Duties

Serves as primary Security Specialist for the Joint Readiness Training Center (JRTC) Operations Group Command’s Physical Security (PHYSEC) program, providing technical and administrative PHYSEC support. Identifies and/or resolves difficult and complex PHYSEC-related security problems; negotiates and/or gains concurrence on non-routine and controversial PHYSEC-related security issues. Recommends a variety of PHYSEC equipment including intrusion detection systems (IDS), access control systems, duress systems, closed circuit television (CCTV), fencing, lighting and barriers to effectively protect personnel, facilities and assets. Monitors key control system, mobility badge system and command badge system to ensure adequacy and regulatory compliance. Supports the Industrial Security Program, developing and reviewing the Performance Work Statements to ensure they are aligned with the DD 254 for that contact. Supports the Information Security (INFOSEC) program for JRTC Operations Group and subordinate elements.

Requirements

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 10% of the time
  • During crisis or from tasking, may be required to work overtime or irregular shifts.
  • May be able to obtain and maintain a valid stateside driver’s license and U.S. Government Vehicle driver’s license.
  • This position requires the incumbent obtain the following core SPeD Certification: Physical Security Certification within the first two years of employment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.

This position is a developmental position hiring at the GG-09, the GG-11 or the GS-12 level, with full-performance at the GG-12 level. If you are selected at the GG-09 or GG-11 level, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2) If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are neither implied nor guaranteed. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: For the GG-09 level: One year of experience equivalent to the GG/GS-07 grade level in the Federal service which includes 1) Performing administrative security duties such as researching, locating, and applying regulations and guidance to the physical security programs. 2) Monitors key control system, mobility badge system and command badge system to ensure adequacy and regulatory compliance. 3) Conducting physical security inspections and recommends corrective actions. For the GG-11 level: One year of experience equivalent to the GG/GS-09 grade level in the Federal service, which includes 1) Implementing security measures for security systems and equipment for protecting classified defense and other sensitive documents, materials, and activities from unauthorized access, theft, waste and abuse in compliance with proper security rules, procedures, or operations. 2) Identifies and/or resolves difficult and complex PHYSEC-related security problems; negotiates and/or gains concurrence on non-routine and controversial PHYSEC-related security issues. For the GG-12 level: One year of experience equivalent to the GG/GS-11 grade level in the Federal service which includes 1) Implementing policies and procedures, interpreting and adapting guidelines, analyzing and resolving security problems in related to the physical security for safeguarding personnel, government property, information and related assets in accordance with accepted practices to prevent unauthorized disclosure and security violations and deficiencies. 2) Supports the Industrial Security Program, developing and reviewing the Performance Work Statements to ensure they are aligned with the DD 254 for that contact. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Education

To substitute education for the required experience for the GG-09: Successfully completed a Master's degree that is closely related (CR) to the position or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related.

To substitute education for the required experience for the GG-11: Successfully completed a closely related (CR) Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
