These positions are located in several Institutes, Centers, and Offices within the National Institutes of Health (NIH), Department of Health and Human Services (DHHS), in the following locations: Montgomery County, Maryland; Frederick, Maryland; Hamilton, Montana.

Duties

If selected for this position, your duties may include, but are not limited to the following: Provides expert advice on the administrative and management implications of policy and program proposals. Research and investigate new or improved business and management practices for application to agency programs or operations. Advise on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations. Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Develop life cycle cost analyses of projects or perform cost benefit or economic evaluations of current or projected programs. Establish and maintain contacts with other Government agencies, and private organizations to exchange information on management planning objectives and other management planning and control systems/processes related to assigned areas.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

To qualify for the Management and Program Analyst GS-0343-13 position you must have: One year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Initiating and executing complex administrative/management projects; analyzing and evaluating findings and recommends more efficient economical ways to accomplish workload and program objectives; researching and identifying new concepts and techniques; conducting comprehensive management studies; and identifying and proposes solutions to management problems characterized by their importance, and severity.
