About the Position: Serves as Contract Management Specialist for Fort Wainwright Alaska Directorate of Public Works, with responsibility for supporting various types of requirements and administering contracts within the Contract Management Branch.
Duties
Serve as Contracting Officer Representative (COR) with responsibility for the planning, development, evaluation, and payment for various service contracts. Serves as the liaison between the contractors, customers, and the Contracting Officer.
Develop, coordinate, and assist in the preparation of performance work statements (PWS), Quality Assurance Surveillance Plan (QASP), and independent government cost estimates with professional and technical personnel at all levels.
Serve as Procurement Coordinator with responsibility for a variety of budgetary and contract/procurement documents, administrative reports, and more to justify and support projected program funding and current program expenditures.
Prepare detailed findings and other documentation in cases of dispute over contract terms or specifications. Prepare replies to contractor claims, appeals, protests or congressional inquiries.
Assist in the development, coordination, and implementation of internal processes and procedures for Directorate of Public Works (DPW).
Requirements

- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually.
- This position may require some Temporary Duty (TDY) travel – approximately 5%.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes reviewing and analyzing existing and proposed contracts to ensure documents have been completed as required by regulations/guidelines (such as environmental regulations); and verifying availability of funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as Accounting, Contract Law, Economics, Finance, Industrial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
