About the Position: Serves as the Supervisory Contract Specialist. Works directly for the District's Contracting Division Chief, and serves as Chief of the Execution Branch and Contracting Officer.

Duties

Serves as a warranted contracting officer with unlimited signatory authority over the Contract Execution Branch. Plans, develops, establishes, and oversees the acquisition plans and strategies for the overall acquisition process for the organizations contracting programs. Directs and oversees the full range of contract administration actions in the acquisition process. Serves as a contracting advisor to project delivery teams, and represents the office, when required, as the contractual authority at conferences and meetings. Serves as the primary business advisor and principal guidance source for a formal source selection. Develops and implements new and innovative contracting approaches and arrangements. Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Finds and implements way to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices. Develops new insights into situations and applies innovative solutions to problems. Communicates actively and provides timely, sound, and well-articulated responses/advice to provide effective acquisition recommendations. Directly supervises multiple GS-1102-13 Supervisory Contract Specialists Executes the full range of human resources, performance management, and fiscal responsibilities within established timelines and in accordance with applicable regulations. Plans, distributes, and monitors work assignments; evaluates work performance and provides feedback to others on their performance. Makes decisions on work problems presented by Contracting Officers and Senior Contract Specialists. Gives advice, counsel, or instruction to employees on both work and administrative matters. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Fosters an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization. Encourages creative tension and differences of opinions. Anticipates and takes steps to prevent counter-productive confrontations. Manages and resolves conflicts and disagreements in a constructive manner.

Requirements

  • A Secret Security Clearance is required.
  • This position requires the incumbent to submit a Financial Disclosure.
  • This position may require a one-year supervisory probationary period.
  • This is a Critical Acquisition Position. Must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Practitioner Career Level Certification must be met within 5 years.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Leading, mentoring, and supervising a team of Contract Specialist with varying degrees of experience. 2) Developing acquisition strategies and analyzing overall short and long-range plans 3) Providing advice and assistance pertaining to acquisition issues, problems, challenges, policies, and procedures 4) Collaborating and communicating with senior level project/program managers, engineers, and planners to develop project/program objectives, goals and implementation plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
