About the Position:
Provides technical and administrative supervision over assigned civilian and military personnel.
Advises Project Delivery Team (PDT) personnel in all phases of the acquisition process.
Reviews/approves negotiation position, the determination of types of contracts and negotiation to be used.
Conducts short and long-term planning necessary to assure that the Contracting Office is organized consistent with applicable procurement laws and regulations.
Duties
Develop and execute legally sufficient contracts at fair and reasonable prices which are in compliance with statutes, regulations, and policies.
Develop acquisition strategies, determine the best formal source selection procedures, decide and/or recommend best value trade-off decisions, execute award of contracts, and perform contract administration and management oversight.
Conduct cost/price analysis and provide pricing guidance. Ensure fair and reasonable prices are negotiated and documented.
Plan and administer details necessary to accomplish the assigned functions in accordance with prescribed regulations.
Anticipate requirements and be proactive in delivering to customers what you say you will deliver, on time, with high quality, at or below cost.
Serve as Contracting Officer with Warrant.
Serve as the primary business advisor providing input in the acquisition planning process.
Plan and assign work to subordinates', providing instructions on changes in public laws and contracting directives.
Establish performance plans and complete the appraisal process. Engage in feedback discussions to support an understanding of progress towards expected goals. Develop subordinates through mentoring, counseling, training, and work assignments.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- A one year Supervisory Probationary period may be required.
- This is an Army Acquisition Workforce (AAW) position. Must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
- Must obtain Professional Contracting Certification within 3 years.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
Specialized Experience: One year of specialized experience which includes serving as contracting officer or contract specialist responsible for all phases of the acquisition process. Experience includes preparing and/or reviewing pre-solicitation packages, evaluating responses to solicitations, conducting cost/price analysis, determining the adequacy of competition and compliance with solicitation requirements, making contract awards, and post-award administration of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Experience in Architect and Engineering (AE) contracting is preferred but not required. A $250 Million Contracting Officer's Warrant will be required for this position.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
