About the Position: Serves as a contract specialist responsible for complex pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of the requirement through contract close out.

Duties

Conduct "cradle-to-grave", or life cycle contracting. Develop legally sufficient contracts at fair and reasonable prices which are in compliance with statutes, regulations, and policies. Keep informed on changes to Government acquisition laws, regulations, policies, etc. Determine method of contracting, type of contract, requirements of Prepare required pre- and post-award contract documents, and full contract administration and closeout. Conduct acquisition planning, market research, oversee and participate in formal and informal source selection processes. Analyze proposals for compliance with scope of work and evaluation criteria set forth in solicitation. Interpret and determine impact of changes on procurement processes. Respond and deliver to customers what you say you will deliver, on time, with high quality, at or below cost.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Advanced Career Level Certification must be met within 4 years.
  • Practitioner Career Level Certification must be met within 5 years.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of Specialized Experience which includes performing work that involves Complex pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating and controlling the full range of contracting functions from receipt of the requirement through contract close out. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCustomer ServiceDecision MakingInfluencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
