The McGovern-Dole International Food for Education and Child Nutrition Program helps support education, child development and food security in low-income, food-deficit countries around the globe.
The incumbent will serve as an Evaluator and is responsible for providing day-to-day monitoring and evaluation support to food assistance programs in GP.
Duties
The duties may include, but are not limited to: regularly confers with the IFAD Directors, MESP Director, MESP Team Lead, and MESP Senior Analysts to provide expert advice on ME policy and practice in food assistance programs
Monitors and evaluates throughout the lifecycle of a food assistance grant award, including reviewing proposals, evaluation plans, performance monitoring plans, evaluation terms of references, baseline survey reports, and evaluation reports
Participates in the annual review process of food assistance grant proposals, assess the quality of the monitoring and evaluation components, and provide feedback and guidance to the IFAD program analysts.
Participates in discussions, with some supervision, involving food assistance staff on the quality of the monitoring and evaluation tools (evaluation plans, performance monitoring plans, evaluation terms of reference) submitted by grant recipients.
Designs and oversees evaluation projects, including conceptualizing evaluation; developing statements of work; collaborating on all aspects of evaluation; monitoring evaluation contracts; and engaging academic experts as technical workgroup members.
Prepares materials responding to inquiries from grant recipients and the public concerning monitoring and evaluation policies, procedures, and work activities, as well as inquiries from internal USDA staff.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
TO QUALIFY AT THE GS-12 LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following:
Utilizing research methods to review quantitative and qualitative evaluation of international capacity building programs.
Assisting with the review of evaluation proposals, evaluation plans, performance monitoring plans, evaluation terms of references, baseline survey reports, and/or evaluation reports of international capacity building programs.
Assisting with the review and development of monitoring and evaluation standard operating procedures, technical guidance documents, and/or handbooks based on demonstrated knowledge of the relevant laws, regulations, policies, and procedures (e.g., Government Performance and Results Act, Foreign Assistance Transparency and Accountability Act, and/or the Global Food Security Act).
