This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA), Corporate Travel and Relocation Division. As a Lead Travel Specialist, you will be responsible for providing technical expertise, guidance, and project leadership to a team of employees processing travel vouchers and reimbursements for DFC's domestic and international travel and relocation program.
Duties
Provides technical expertise, guidance, and project leadership to a team of employees responsible for processing travel vouchers and reimbursements for DFC's domestic and international travel and relocation program.
Coordinates program operations and assesses the need for updates to existing policies, procedures, and operations.
Leads efforts to improve the efficiency and productivity of travel and relocation functions.
Provides expert guidance to DFC employees on travel and relocation regulations, policies, and programs; and resolves unusual or difficult issues with travel vouchers and relocation situations.
Translates functional requirements into technical requirements used for logical design of travel and relocation systems or presenting alternative technologies or approaches.
Serves as a Point of Contact for travel on internal and external audits and inquiries from public and private sectors.
Serves as an Administrator for the DFC's Corporate Travel Card Program.
Supports the Supervisory Travel Specialist with budget reporting and forecasting for travel and relocation.
Serves as a Contracting Officer's Representative (COR) to support agency travel and relocation related contracts.
Provides subject matter expertise in travel systems and processes to support agency travel and relocation programs.
Prepares and presents training materials to employees and other stakeholders on policies, procedures, and systems related to travel vouchers and travel reimbursement processes.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience serving as a technical authority on the interpretation and application of travel and relocation regulations pertaining to travel vouchers and travel reimbursements; processing and troubleshooting travel vouchers and reimbursements using an electronic travel system; reviewing changes in regulatory guidance related to travel and relocation and making recommendations for update to agency policies and procedures; implementing policies and/or procedures for an agency-wide travel and relocation program; assisting with budget reporting and forecasting for travel and relocation; administering a travel card program; providing expert guidance to employees on the use of travel related systems; and presenting training to agency employees on agency travel vouchers and travel reimbursement processes.
Note: Education does not substitute for specialized experience at the GS-13 grade level.
