Duties

This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations. Major Duties: As an IT Specialist (System Analysis), you will provide systems analysis for the planning, design and implementation of new and improved information systems to meet the business requirements such as: performing needs analyses to define opportunities for new or improved business process solutions; consulting with DHHS, HRSA, and OIT staff to identify and specify requirements; developing overall functional and technical requirements and specifications; conducting business process reengineering; conducting feasibility studies and trade-off analyses; preparing business cases; defining systems scope and objectives and developing cost estimates. Your major duties and responsibilities include: Planning, scheduling, estimating, and monitoring project progress and associated development and operational costs using project management and resources estimating techniques. Developing and making presentations on project status and technical issues pertinent to projects, and preparing other project related documentation such as project plans, schedules, budget documents and statements of work. Assessing new system design methodologies to improve software quality. Representing customer requirements, effectively measuring software development risk, presenting recommendations for adoption of new methodologies and leading implementation. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
