Duties
You will implement procedures for new system hardware and software and develop local operating procedures.
You will receive network, communications, and related operating systems from various sources such as design centers and commercial vendors.
You will maintain an inventory of all network hardware and software.
You will install, configure, and troubleshoot network and application server hardware, operating system software, and peripheral network equipment (i.e., routers, bridges, cabling systems, network interface cards, etc.).
You will implement all network operating system and/or application software and maintain contact with software suppliers to ensure that current releases of software products are in use.
You will conduct testing to ensure operability, efficiency, and compliance with existing standards.
You will review, evaluate, and fine tune components to achieve peak efficiency within the overall network connectivity.
You will provide ongoing support, resolution of problems, and recover of operating malfunctions involving various hardware components and software failures.
You will perform system backups to ensure expedient restoration of the database for the respective network equipment.
You will participate with user support personnel to train office personnel and functional end users on use of office automation computers, local and wide area networks, and other automated tools.
You will analyze equipment and software reliability and utilization reports to identify and correct problem areas and to establish computer and telecommunications performance levels.
You will conduct analysis of network usage, user compliance, traffic interruptions, hardware and software capabilities, and other relevant factors.
You will identify adverse trends, ineffective practices or procedures, equipment shortcomings, etc.
You will review proposals for change which consist of objectives, scope, and users' expectations.
You will gather facts about the nature of the work involved in the user's application are, the workflow, the processing actions, and the work product(s) by using customer input.
You will analyze data and prepare a project synopsis which compares alternatives in terms of cost, time, necessary equipment and staff, and recommend a course of action.
You will provide instruction to functional area users on databases and applications, processing and space utilization efficiencies, security procedures, and backup and program recovery techniques.
You will provide customer assistance to current and potential users.
You will install shrink-wrapped/Commercial off-the-shelf (COTS) software.
You will provide formal or informal training to ensure users understand the relationships of the system and are able to operate it without undue interruption.

- This position is designated as a Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Network Operations Specialist level Intermediate within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must also demonstrate at least one year of experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Qualifying Experience: Performing duties related to computer networks and/or telecommunications with primary knowledge requirements of information processing methodology, information technology, computer capabilities, and processing techniques.

Education
BASIC REQUIREMENTS:
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
I have successfully completed a Ph.D. or equivalent doctoral degree OR
I have successfully completed 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree
I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
