The primary purpose of this position is to serve as the senior Information Warfare (IW) and Cyberspace Operations (CO) Strategist and subject matter expert to the organization. Develops strategy, guidance and operational assessments to synchronize command and control (C2) of diverse Information Warfare (IW) capabilities across the 16th Air Force.

Duties

Serves as a senior subject matter expert on current and future Cyberspace capabilities and planning, Air Force Cyber structure, AFIN enterprise-wide design and maintenance requirements, and integration with Information Warfare capabilities into strategic plans, guidance and assessments. Provides operational, managerial, procedural, policy requirements and oversight along with resource activities. Cyberspace focal point for strategy, guidance and plans development to ensure the integration and timely assessments of Cyberspace and other information related capabilities (IRCs). Serves as a senior technical authority on cyberspace issues and integration with IRCs to create integrated operations strategy and guidance to shape plans and operational priorities. Makes authoritative recommendations and defends decisions on strategy and guidance matters to the staff and leadership. Represents the cyberspace and Information Warfare (IW) operations lines of effort at boards, committees, meetings and conferences. Develops and presents command level briefings, in house, at higher headquarters, and other DoD elements as required, and effects mutual relationships with other staff activities and personnel in the overall accomplishment of assigned functions. Advises and provides counsel to employees and higher-level supervisors and commanders regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.

  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: conducting military/contingency and crisis action strategic planning and guidance for cyberspace operations in order to support the integration of capabilities to the IW mission. Subject matter expert in cyberspace operations, joint strategy development and planning, and the integration of other information related capabilities. Extensive knowledge of the full range of Information Warfare (IW) and Cyberspace Operations (CO), intelligence research, collection methods, techniques, and practices to use multi-source information systems to capture data in order to make recommendations in developing threat assessments, recommendations and courses of actions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Cyberspace Operations (CO) concepts to include defensive, offensive and network maintenance sufficient to develop strategy and guidance, support planning and mission execution, and assess operations. 2. Knowledge of the fundamentals of joint operations, joint operational command and control, operational art and design, and the Joint Operation Planning Process (JOPP) sufficient to plan, develop, integrate and coordinate 16 Air Force Information Warfare (IW) capabilities, support plans, requirements, request for support and operations. 3. Knowledge of information technology sufficient to establish, integrate and manage enterprise-wide IT programs, architecture and standards, across the command including utilization of Information Technology Infrastructure Library (ITIL) concepts. 4. Knowledge and familiarization regarding IW to include information operations (IO), electromagnetic warfare (EW), military information support operations (MISO), cyberspace operations (CO), public affairs (PA) and Intelligence, Surveillance and Reconnaissance (ISR), Joint and Service doctrine. To effectively develop strategy and guidance, support planning and mission execution. 5. Knowledge of supervisory methods, techniques and regulatory requirements to include EEO, conduct/discipline, recognition, promotion, security and safety. Knowledge of safety and security regulations, practices, and procedures. 6. Ability to plan, organize, direct and adjust the functions and work operations of multiple organizational levels and with available resources, mentor, motivate, and appraise the staff of an organization. Ability to communicate effectively both orally and in writing; includes but is not limited to preparing and delivering briefings, studies, and executive correspondence. Ability to effectively represent the organization with internal agencies, MAJCOMs, HQUSAF/SAF organizations, and intra-agency whole-of-government partner agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
