The Deputy Chief Financial Officer, Office of the Chief Financial Officer within U.S. Immigration and Customs Enforcement oversees the strategic development and maintenance of integrated budget, accounting, financial management, acquisition management, asset management systems, and internal controls that are capable of producing useful, reliable, and timely financial and program performance data.

Duties

The Deputy Chief Financial Officer (DCFO), Office of the Chief Financial Officer (OCFO) within U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS) assists the Chief Financial Officer (CFO) in providing executive oversight over financial management, financial systems, budget and accounting, program analysis and evaluation, internal controls, cash management, credit management, and debt management policies, standards, and compliance guidelines and oversees corrective actions relating to audit recommendations. As the DCFO, you will share the responsibility for all aspects of resource and program performance management including, but not limited to: Providing oversight and guidance to other executives and staff within OCFO and ICE on complex financial management, accounting, and audit-related issues, as well as internal control and other related activities. This includes developing uniform financial management policies to simplify the control environment, providing standards of accountability, and increasing consistency and assurance over financial management systems and data. Directing the formulation and establishment of long- and short-range financial management planning for the agency's financial management functions, with the objective of instituting a logical, integrated framework for financial management in support of all policy, planning, and programmatic efforts. Providing insightful leadership for continued financial management transformation and improved customer service. This includes attracting, training, and retaining employees with exceptional financial management skills, as well as providing greater visibility and accountability into financial activity through timely, accurate, and useful data. Leading ICE's financial and accounting, budget, and asset management programs, as well as coordinating these activities with other ICE programs, including acquisition management, information technology, and law enforcement programs. Providing day-to-day executive leadership and direction to the managing directors in all phases of the agency's resource management. This includes analyzing current and/or requirement management policies and procedures to design new or revised/improved processes and validating current processes with respect to statutory and/or regulatory requirements. Ensuring timely and complete reporting and analysis of activities, ensuring that requisite policies and procedures by OCFO organizations are established, and that appropriate measures are in place to monitor the accomplishment of OCFO goals and objectives. You will be charged with maximizing the functional and financial value of capital assets throughout the asset lifecycle as well as managing the execution and sustainability of ICE owned and leased facilities. Defining objectives and priorities, and coordinating activities associated with resource and program management functions. In the absence of the CFO, you will liaise with other Federal departments and agencies and serve as a principal ICE representative on interagency groups dealing with financial management. Developing and maintaining contact with all levels of DHS officials, other government agencies, Congress, and professional groups.

  • Satisfactory completion of a drug test is a condition of placement and/or employment in the position and the incumbent of this position is subject to random drug testing.
  • The Immigration Reform and Control Act of 1986 requires SES appointees coming from outside the Federal service to verify they are eligible to work in the United States.
  • You must be able to obtain/maintain a Top Secret/SCI security clearance.

Qualifications

1. BASIC QUALIFICATIONS: As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of employees, developing policy, and other executive functions. If your experience does not include these basic qualifications, you will not be determined qualified for this position. 2. EXECUTIVE CORE QUALIFICATIONS: The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Fundamental Competencies are the attributes that serve as the foundation for each of the ECQs; they are cross-cutting and should be addressed over the complete ECQ narrative. Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. TECHNICAL QUALIFICATIONS (TQs): Current or former SES members and CDP-certified applicants may omit the ECQs from their application package. TQ 1 - Ability to manage complex financial management and accounting programs for a large government or business entity, including developing policies, implementing major financial management systems, and building a strong, performance-oriented organization. TQ 2 - Demonstrated experience and ability to provide authoritative advice and counsel to senior officials on complex financial management activities, including financial statement preparation, management of audits and corrective action plans, and presentation of periodic financial statements of position to management associated with standard general ledger activity. TQ 3 - Demonstrated experience managing efforts to resolve complex financial management issues identified by management.
