This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services(CMCS), State Demonstration Group (SDG). As a Social Science Research Analyst, GS-0101-13, you will be performing program and policy analyses in a work unit within the CMCS, in support of program administration for Medicaid, CHIP, SDG, Division of Demonstration, Monitoring, & Evaluation.

Duties

Develop and conduct program and policy analyses to identify and understand CMCS programs and the needs and preferences of the beneficiaries we serve. Develop and use survey, market research, and statistical methodologies and techniques to conduct studies of assigned programs. Provide support and assistance to other CMCS work units, States, internal CMS components, HHS components, and other external stakeholders. Serve as liaison with representatives of the health care and human services industry to obtain input, and promote understanding of HHS program issues. Prepare various forms of written documents to address technical and non-technical audience.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Conducting analysis or researching national health insurance program policy issues to provide technical assistance and/or to evaluate program/services features; 2. Analyze access to coverage, or the quality, cost or outcomes of health care programs/services using health services research and statistical techniques; AND 3. Drafting technical and non-technical documents to address program activities or to communicate program policies/initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
