This position is located in the Bureau of Population, Refugees and Migration, Office of the Comptroller (PRM/C) which develops and implements internal controls and risk management policies, guidance, and, programs; liaises with a broad range of national and international organizations and with other Federal government agencies involved in risk management of humanitarian assistance and other foreign assistance; and drafts guidance, strategies, reports, and other documents on risk management.
Duties
Implements the Bureau’s Monitoring and Evaluation and risk management policies and programs in order to ensure appropriate and consistent oversight of the Bureau’s humanitarian assistance programs.
Plans and leads studies and initiatives that address complex program challenges and develops strategies to improve risk management policies and practices, including their impact on humanitarian assistance.
Develops reports of analysis, findings, and recommendations for decision makers that clearly outline context for policy choices, including both positive and negative, intended, and unintended implications of policy decisions.
Conducts and leads studies and initiatives to improve program(s) and influence policy or programmatic changes that typically involve long-range, highly complex, and extensive changes in requirements.
Provides recommendations to Office of the Comptroller and Bureau senior management and staff on the intersection of humanitarian policy issues with internal controls and risk management, including potential impact on humanitarian relief and access.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience using qualitative or quantitative methods to analyze, assess, and improve program effectiveness on humanitarian assistance programs.
Experience collaborating with humanitarian organizations on humanitarian assistance policies and programs.
Experience developing and implementing humanitarian programs and policies.
There is no substitute of education for specialized experience for the GS-13 position.
