The Office of Information Management provides innovative business process automation, data management, content management, software application, and consultative services to the Division and external stakeholders. The office comprises back-end application development, data management, business analysis, and visual design experts. The incumbent is responsible for the front-end development and user experience (UX) of websites and web applications; serves as Section 508 Coordinator.

As an IT Specialist (Applications Software), typical work assignments include, but are not limited to, the following:
Code and script user interfaces (UI) and interactions for websites and web applications.
Use HTML/CSS/vanilla JavaScript (ECMAScript) standards to convert designs into lightweight and reusable components which reduce need for external framework/library dependencies.
Build user-facing features, interfaces, structure and design of websites and applications through collaboration with end-users and designers to translate mockups into interactive web-based solutions.
Lead human-centered design, qualitative research methods, and contextual inquiry to support end-user needs.
Conduct usability testing and gather and analyze feedback to translate into metrics for measuring how well digital products and services are meeting end-user needs.
Create personas, wireframes, user flows, information architecture, mock-ups, prototypes, UI components, and more.
Ensure front-end code aligns with latest W3C standards and meet or exceed latest Section 508 conformance.
Employ mobile-first strategy, using techniques such as Progressive Web App (PWA) development, to optimize front-end code and digital assets for optimization, speed, and security.
Utilize modern web design trends to meet unique organizational needs to build solutions which are highly flexible and scalable (e.g., Full Stack Development; Microservices-based, API-first, Cloud-native, and Headless (MACH) architecture; Jamstack; and Composable architecture).
Collaborate with integrated team in a DevSecOps + Agile project management environment, including Scrum ceremonies and backlog refinement.

- If this is your first appointment in the Federal service, your salary will be set at Step 1 of the grade selected.
Qualifications
To qualify for GS-13, you must meet A and B below:
A) You must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
B) You must have one year of specialized experience at, or equivalent to, the GS-12 Federal grade level or above (obtained in either the public or private sectors) performing front-end development and full-stack development for an organization's website, using HTML5, CSS3, and vanilla JavaScript (ECMAScript) to create mobile-first UX/UI which meets Section 508 conformance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps; AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
