As an Equal Employment Specialist in the NASA Office of Diversity and Equal Opportunity, Complaints Management Division, you will be responsible for writing and adjudicating Final Agency Merit decisions, writing letters of acceptance/dismissal, analyzing reports of investigation and overseeing investigations, conducting legal case law research, and providing advisory services on a wide range of complex Equal Employment Opportunity (EEO) complaint matters.
Duties
Adjudicate Equal Employment Opportunity (EEO) complaints by drafting Final Agency Merit Decisions and Final Orders for review and signature by the Associate Administrator.
Identify and analyze claims in formal complaints of discrimination and prepare written notices of acceptance or dismissal.
Research case law, statutes, regulations, and sub-regulatory guidance to make final determinations and/or conclusions on EEO complaints.
Develop learning materials on EEO Programs and deliver technical trainings in-person and/or virtually.
Serve as a subject matter expert on all aspects of the federal EEO complaint process and provide coaching, mentoring, and feedback to enterprise EEO staff.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Analyzing Equal Employment Opportunity (EEO) Reports of Investigation for legal sufficiency;
Writing initial acceptance/dismissal determinations and final decisions on EEO complaints;
Conducting legal research in the area of federal civil rights and EEO laws, regulations, policies and/or executive orders;
Providing technical advice or guidance to managers or employees regarding EEO complaint processes.
