THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST, Position Description Number PDD1900000 and is part of the WY United States Property and Fiscal Office, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Duties

This position is located in the United States Property and Fiscal Office (USPFO). The primary purpose of this position is to serve as the budget analyst and consultant for the management and administration of all budget programs within the organization. The incumbent performs routine, continuing financial management functions involving the formulation, execution, and/or analysis of budgets for the organization's support activities and organizational components. The incumbent performs duties necessary to accomplish budget analyst and management functions and provides customer service in support of financial management (FM) programs. The work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management.

Area 4: Current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. GENERAL EXPERIENCE: Must possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: Must possess at least 12 months specialized experience, education, or training equivalent to GS-07 level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT: Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case, he/she must complete the certification in the original 2-year period. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. DRIVER'S LICENSE: Must possess a valid driver's license.

Education

MINIMUM EDUCATION REQUIREMENT: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree and/or a post graduate degree from an accredited college/university in National Guard finance; -or- in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.
