Duties
Exercises full supervisory responsibility over subordinate positions. Responsible for directing and managing budget and accounting programs.
Provides advice regarding new and innovative ideas, and approaches and solutions to budget execution, financial reporting and strategic planning functions.
Approves justification for use of funds in line with appropriation language and laws, as well as provide guidance for individual programs, throughout each annual budget process.
Directs the presentation and preparation of preliminary target allocations and annual work plan to include centrally funded items. Teaches and educates others on budget and accounting planning processes.
Direct the development , preparation, and submission of detailed analyses, estimates, proposals, and justification for annual funding needs for all current an out year activities.

Qualifications
Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. See "Other" section for additional information on 2017 Tax Cuts as related to PCS.

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:

1. Ability to supervise and direct the work of subordinate staff.
2. Skill in managing budget formulation; preparing preliminary budget estimates for an organization.
3. Skill in managing budget execution functions; analyzing and making corrective entries to income, operating expenses and budget for an organization.
4. Skill in formulating budget submissions and compiling and presenting financial data in work sheets, budget schedules, and other supplemental reports required for budget and funding reviews for leaders and employees.
5. Determining whether obligation, expenditures, and planned activities are within funding limitation of an approved budget.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
