THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Budget Analyst, Position Description Number PDD2370000 and is part of the WY United States Property and Fiscal Office, Wyoming Army National Guard.
Duties
The primary purpose of this position is to provide management oversight and guidance to the budget formulation and execution process.
(1) Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds.
(2) Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller.
(3) Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives.
(4) Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy.
(5) Provides technical budgetary advice and assistance to federal and state agencies as requested.

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the United States Property and Fiscal Office.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.
Area 4: All current M-day soldiers of the Wyoming Army National Guard.
Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

GENERAL EXPERIENCE:
Must possess experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.
SPECIALIZED EXPERIENCE:
Must possess at least 12 months specialized experience, education, or training equivalent to GS-09 level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. As a condition of continued employment in the GS-0560-09 position, the employee must complete Level Two Financial Management Certification within 24 months of appointment to the position.
NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case, he/she must complete the certification in the original 2-year period.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
DRIVER'S LICENSE:
Must possess a valid driver's license.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Detailed and intensive knowledge of the policies, goals, objectives, regulations, and guidelines of the budgeting program for the Army National Guard. Knowledge of computer-generated reports to ensure that changes in funding is reflected in the state adjustments.
Ability to identify programs where short falls in funding will occur if funds management is not exercised to meet short suspense dates and times when the effects of state missions impact the budget.
Knowledge of budgetary laws, Department of the Army (DA), NGB, and USPFO policies and regulations and the internal control programs to ensure that review coverage is appropriate to meet established objectives.
Knowledge of ARNG and state level financial management objectives, missions, policies and systems and their relationship with national and local organizational elements to advise the Financial Manager on a wide range of budget management issues.
Education
MINIMUM EDUCATION REQUIREMENT: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree and/or a post graduate degree from an accredited college/university in NG finance; -or- in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: To qualify on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.
