Duties
Serves as appointed Government Purchase Card (GPC) cardholder or Billing Official supporting the Defense Logistics Agency (DLA) Government Purchase Card Program.
Responsible for the analysis, execution, and evaluation of the DLA GPC Program for DLA Training.
Ensures consistent application of Department of Defense (DoD) directives and DLA policy and guidance for the GPC program.
Identifies and implements processes and procedures and provides guidance on the proper use of government purchase cards.
Prepares transactions for payment and maintains all required documentation in support of sustainment of evidential matter for audit and compliance.
Performs monthly account reconciliation of all purchases and prepares statement for payment authorization to the Defense Finance and Accounting Service.
Prepares expenditure reports to include metrics reporting on the GPC Program.
Uses analytical and evaluative techniques to address the management, integration, and controls required for the execution of the GPC Program and collaborates with the GPC Training Team on process improvements.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyzing and evaluating the execution of a purchase card program.
Ensuring metrics and program goals are met in a purchase card program.
Performing account reconciliation in a purchase card program and ensuring evidential matter is maintained in compliance with audit requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
