Duties

Utilizes the Federal Bureau of Prison’s (BOP) Internet Accessible Employment and Career Management Application System, BOP-Careers, to perform nationwide Merit Promotion (MP) and Delegated Examining Unit (DEU) staffing functions. Responsible for assisting in processing merit promotion packages which includes announcing positions, rating applications, preparing promotion certificates, exception certificates, finalizing the board for closure and review, and conducting audits. Responsible for the completion of SF-52s for all applicable Merit Promotion selections and providing all applicable supporting documentation to the Consolidated Processing Unit (CPU).

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: GS-05: Successful completion of a 4 year course of study leading to a bachelor’s degree. GS-09: Master’s or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B or J.D., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Experience: GS-05: Three years of general experience, one year of which was equivalent to at least the next lower grade level. General experience is progressively responsible experience gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the particular qualifications necessary to perform the duties of the position to be filled. Experience of general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable. Some examples of this qualifying experience are: Experience in analyzing problems to identify significant factors, gather pertinent data and recognize solutions. Experience planning and organizing work. Experience in communicating effectively orally and in writing. GS-09: One year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is experience that equipped the applicant with the particular qualifications to perform successfully the duties of the position, and this is typically in or related to the work of the position. Some examples of this qualifying experience are: Experience providing technical assistance to others to properly operate and/or use automated human resource systems according to reference manuals, policies and instructions. Experience with assessing applications, determining applicants’ eligibility and qualifications for a variety of federally classified positions under merit promotion procedures and/or special hiring authorities. Experience with utilizing a personnel action guide to research, prepare and process a variety of personnel actions and maintaining related files. Experience in utilizing an automated staffing application system to post vacancy announcements to a web based job opportunity board such as USAJOBS. OR Combination of Education and Experience: GS-05 and GS-09: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
